I don't like this legend box right on the map at all... The map is still technically blank but the legend right here just destroys the map.

You could put it on north Africa, or outside of the map. I think it would be better here.

Also, if you want to show the Warsaw pact, you should take a base map where you can see the whole Eurasia and not just Europe...

i consider the map blank because those circles can easily be removed
