Nah, more like a confederation of states, in this scenario I named it 'Confederation of Illyria'. Both Slavs and Albanians wanted to form a federation called Illyria stretching from Istria to Greece but failed, many Albanian beyliks tried to form their own 'Illyria' mostly the northern Albanians like the Beyliks of Scutari etc.
